Professor of Administrative law at the faculty of law of the Catholic University of Sacro Cuore of Milan.
He participates in the activities of numerous and important journals and publications about administrative law, also as a referee.
In 2008 he founded, together with some colleagues of administrative and constitutional law, the journal "Italian Journal Of Public Law". Between 2010 and 2014 he was editor in chief of the four-monthly journal “Rivista Quadrimestrale di Diritto dell’ambiente” published by Giappichelli.
He is also a member of the scientific and directive committee of the “Osservatorio sulla Regolazione Amministrativa” (or Observstory of the Administrative Regulation) established at the Istituto di Economia dell’Impresa e del Lavoro at the Catholic University of the Sacro Cuore of Milan, and as well as a member of the scientific committee of the Observatory Of The Public Contract established at the “Luigi Bocconi” University in Milan.
From 2013 he is in charge of the Law And Institutional Research Center on the Civil and Social Rights (Cerdis) of the Catholic University Of Sacro Cuore of Milan. From 2014 he is a member of the teaching body of the PhD School in “Person and Legal Systems” established at the faculty of law of the Catholic University of Sacro Cuore of Milan.
He is the author of more than hundred publications in the field of administrative law in general, as well as more specific ambits of business law, public societies, entities, public goods and public contracts, of environmental law and government of the territory. From 1995 he is a registered attorney at the Foro of Milan and he is habilitated to practice in front of higher courts.
